Lincolnshire County Council - Telephone Contacts
A recent survey concluded that over 70% of residents in Lincolnshire would use the telephone as their first means of contacting the Council. Research also told us that the public felt phoning was hard work - in that they were passed from officer to officer before somebody could deal with their query. In response to that, the Council now has a dedicated Customer Services Centre, staffed by Customer Service professionals who can deal with 80% of your queries straight away or know where to put you through. We have also reduced our list of telephone numbers to make it easier for you to use.

Interview with Conservative Councillor Raymond John Phillips (July 2005)

Ray Phillips was interviewed by Olivia from Year 6 in Bassingham School.

Q. What ideas will you be putting forward on improving education and behaviour in schools?

Councillor Phillips said: He would like to keep our local village schools because they are a lot of the time the main focal point of village. He would also like to involve the pupils' parents more.

Q. What is the issue you will be most concentrating on?

Councillor Phillips said: He will be concentrating most on reducing traffic and speed on the roads of Lincolnshire.

Q. Do you think bringing back hot school dinners into primary schools is a good idea and will you be taking this matter forward to the council meeting?

Councillor Phillips said: It was a good idea but he was worried that schools might not have enough money to do so.

Q. If you had not won the local election what would you be doing now?

Councillor Phillips said: He would be spending more time with his three children and he would have more time to socialise and relax.

Q. Have you been to a meeting yet? Did you get on well with the other councillors?

Councillor Phillips said: He gets on well with the other councillors however it is a serious business so he doesn't have much time to socialise. There are 77 other councillors with a large amount of people to serve and a budget of three quarters of a billion pounds.

Q. What issues were brought up?

Councillor Phillips said: Education in schools, social services and road transport.

Q. How does your council operate?

Councillor Phillips said: 77 people got voted in and they then get split into their parties. There are 2 or 3 independent councillors as well. It is quite similar to the government. Every councillor has one vote only.

Q. If you weren't a councillor what would you be?

Councillor Phillips said: He would like to travel more. However a councillor is not his full time job, as he is a surveyor, estate agent and he also has a family farm. Although most of the time is spent in his role as councillor.

Have a question for the Council? Look no further; you do not need to know if the District Council, County Council or the Parish Council deals with the service. Just pop into your Community Access Point and we will help you.
You will be able to:

• View local planning applications

• For those who are 60 and over you can apply for and collect concessionary fares (bus pass or travel tokens) including taking a photograph for your bus pass. these applications will be processed up to 31st March 2011. Just bring with you two forms of ID to apply – one which shows your date of birth (e.g. passport, driving licence or birth certificate) and one with proof of your address (e.g. utility bill or bank statement)

• Get help with a benefit and housing forms

• Report a wasp nest, vermin etc.

• Report street light problems, hole in the road, fly tipping

• Rubbish - arrange collection of large items, report a missed bin etc.

• Report a council house repair

• Pick up local information about the area

• Photocopying (8p per copy for A4 and 15p per copy for A3) and fax facilities.

• Broadband internet access is available free of charge. The North Kesteven District Council and Lincolnshire County Council websites can also be viewed from this facility.

Concessionary Bus Pass Scheme.


From 1st April 2011 the responsibility for bus passes transferred from North Kesteven District Council to Lincolnshire County Council. Applications from April 2011 must be made by post or alternatively in person at City Hall in Lincoln.
Application forms and an information leaflet about the scheme will be available from Local District Council Offices, Libraries, other key access centres and online.

Recycling Facilities To Close
Councillor Pat Woodman Writes

I have been informed by our County Councillor Ray Phillips that the recycling facilities at both Whisby and Leadnham are due to close in March 2012. This will be most inconvenient for our residents and will possibly lead to more fly tipping which is the responsibility of North Kesteven District Council.
Please write or email the Lincolnshire County Council Waste Management Department expressing your concerns. I feel this is another erosion of a public service in the countryside.
